The members of the Federation shall be national branches, which have been established in accordance with the laws of the respective countries in which they reside and have legal status. In countries where Jews are not permitted to organize on a religious basis or are unable to express themselves freely, the Presidium of the world Sephardi Federation on its own action, or pursuant to a special application, will have the authority to act on such issue.
