The Torah and Vocation Bnei Akiva Institute was established in the 1950s to provide students with a profession as well as an education. Today about 70% of the Institute’s 250 are from Ethiopia, while the remainder are from the FSU and Israel. The existing sports facilities are unsuitable to provide an adequate physical and recreational activities for all the students.

Gilo, located in southern Jerusalem has been the target of firing from Beit Jala and Beit Lechem over the last year. The residents of Gilo live with constant tension as a result of these attacks. In seeking ways to help the residents of the neighborhood, it was decided to build an appropriate home for the scouts of Gilo.

The Western Galilee College is located near Acco. The college established in the 70’s seeks to serve the needs of the 800,000 residents living witin a 20 kilometer radius of the college. The original building of the college were makeshift structures and the college is now creating a new campus. The Academic Studies Center will be the main base of the college and include classrooms, workshops, laboratories and offices.

Addition of Intensive Care Unit- Kaplan Medical Center (Capital)
Rechovot, Israel  

Kaplan Medical Center, located near Rehovot, is affiliated with the Hebrew University and Hadassah School of Medicine in Jerusalem. Under operation for the past 10 years, Kaplan Medical Center’s Intensive Care Unit serves as the intensive care unit for 450,000 area residents. The Intensive Care Unit consists of one large space that has 10 treatment areas, each divided by a curtain. There is very little space between hospital beds, which causes overcrowding and difficulties in separating patients according to the severity of their injury. Therefore, there is an urgent need to build an Intensive Care Unit in close proximity to the hospital’s surgery rooms and its emergency room. The proposed 1,500 meter Intensive Care Unit will include 14-16 treatment areas that will enable the hospital to provide the best possible care for critically injured trauma patients.

Founded in 1951, the Azor Regional Council is an urban community located between the old city of Jaffa and Jerusalem. Today, Azor is home to 11,000 residents, who live in high rise apartment buildings and private homes. The Azor Community Center was built in 1973 and consists of a sports hall, 3 activity rooms, and a small 60-meter club. The Community Center is responsible for all informal education and cultural activities in the community as well as a variety of activities from early childhood to senior citizens in the areas of sports, music, dance, lectures, field trips, plays, educational enrichment, holiday celebrations and social activities. Without a doubt, the Azor Community Center is experiencing a period of tremendous growth and development. However, the current size of the Community Center is unable to meet the growing demands of the community, which requires a larger, more equipped facility.

The Malkishua drugs rehabilitation community offers hardened, “untreatable” drug-addicts the chance for a drug-free life. Music and dance therapy has been found to be a particularly beneficial for of treatment. It is therefore proposed to construct a 240 sq.m. building consisting of three classrooms for individual lessons, a dance studio and a music studio.

The center will house classrooms, and performance and practice space and provide employment for new immigrants as music and dance teachers.

Shlomi is located in the Western Galilee on Israel’s northern border and is home to 4,500 people. The town is expected to grow and accommodate a future population of 20,000 people. The proposed project will take an existing building and refurbish it in order to accommodate an Art Center. The new Art Center will include workshop space to be used by both children and adults. The classes will be offered by both local teacher and invited artists.

Afula lies on the crossroads leading to the northern part of Israel in the Jezreel Valley. Afula has 6 dance groups (folk dance, ethnic, modern, and classic), 5 choral groups of children, young adults, adults and the elderly, 2 brass band ensembles and tens of extra-curricular clubs for song and music lovers. All of these choirs, dance groups and music ensembles need a home, where professional work can be done. The 1600 sq. m. Yad Lebanim/Art Center will include a memorial hall, individual and ensemble classrooms, music theory classrooms, a dance studio, a multi purpose room for music and dance groups, and administrative offices.

Kibbutz Yakum, Israel  

Kibbutz Yakum is located halfway between Herzelia and Netanya. The 2 building cultural center in memory of Recha Frier, a youth aliya heroine during the second world war, is devoted to the educating youth about the history of Central Europe and serves as the home of the Youth Aliyah Orchestra and for performing groups from the kibbutz movement. The back stage area of the auditorium is a shell that requires the building of rooms that will used as dressing or practice rooms. Air-conditioning of the whole building is needed as well as the installation of a curtain for the stage, and sound and lighting equipment. Permanent seating and outside landscaping are also included in the renovation costs.

The Jordan Valley regional council is located along the eastern shore of the Sea of Galillee. The proposed Center for Disabled Soldiers at Ashdot Yaakov, will provide handicapped veterns and their families from all over the north with leisure activities as well as rehabilitation and sport competitions for the disabled. The planned building will include a health club, swimming pool and a treatment pool.

Bat Zion Academy for Girls High School and Dormitory for Russian Immigrants (Capital)
Jerusalem, Israel  

Opened in 1996, Bat Zion Academy for Girls is one of Jerusalem's first Torah and technology high schools for Russian immigrant girls. Bat Zion reaches out to Jewish children in the Former Soviet Union and in Israel and offers them educational opportunities that communism barred for two generations: knowledge of their Jewish heritage. The school, which operates year round, includes seventh to twelfth grades, is accredited by the Ministry of Education, and is recognized by the Ministries of Religion, Absorption, and Labor and Welfare. During the summer vacation, Bat Zion sponsors excursions that are both recreational and informative. Approximately 60% of the school's budget comes from government funding. However, funding must be raised each year to meet additional operational costs that include building a new dormitory.

The city of Hadera located north of Netanya on Israel’s Mediterranean Coast has 80,000 residents, a quarter of whom are new immigrants from Ethiopia and Kafkaz. The neighborhood of Beit Eliezer has been the site of a number of new housing developments and today more that 1/3 of the population are new immigrants. This has led to a number of social integration problems and a community center is needed which will focus on providing programming that will ease the integration of the diverse population of this area.

Biet Uri, a private remedial home for the severely impaired located in Israel’s northern Jezrael Valley near Afula that is home to 83 Jewish and Arab children, youth and adults between the ages of 7-42 who require special care. Apart from functional and mental retardation, Beit Uri’s residents suffer from multiple handicaps, including autism, CP, down syndrome, hyperactivity, hearing and visual impairments and behavioral disorders. a suitable facility for sports and therapy sessions. There is currently only one multi-functional hall for all assemblies/performances/music and drama therapy/movement and sports activities. Other therapies are held in a variety of small, cramped rooms throughout the home. The construction of a new Sports and Therapy Complex will significantly improve the quality of resident’s lives and enhance the number and variety of sports and therapy programs.

The region is home to 22 settlements, 3 industrial centers, a number of private ranches and an agricultural school. The Achva College serves the residents of the region and attracts students from other areas as well due to its excellent teacher-training program, continuing education program, and academic college. In addition the college offers educational programs for adults of all ages, south and youth interested in science. The classroom building contains 20 classrooms and is the center of campus activity.

Gilo is the largest neighborhood in Jerusalem with a current population of 40,000 residents. The town planning for this neighborhood calls for an additional 3000 housing units to be built which will house an additional 12,000 people. The existing community center, was originally planned as a branch to a central community center. Most of the activities in this center are focused around sports and the community center lacks the space needed to expand its activities in additional directions that the community both needs and desires.

The Azata Regional Council, situated northwest of Beer Sheva, was established in 1951. Located in close proximity to the Gaza Strip these sixteen rural settlements have persevered through multitude of difficulties. Azata is ranked on the lowest rung of Israel’s national welfare scale with a 21% unemployment rate and the levels of education and income of the residents are below the national average. A high percentage of children entering primary school in this region were found to have learning disabilities, which led to social adaptation problems. The proposed center will provide theraputic and enrichment activities for the children of the region.

Safed is located in the heart of Israel’s scenic Galilee region, a short bus ride from either the shores of the Kineret or the Mediterranean. In recent years, as overcrowding in Israeli universities has prevented qualified students from receiving a degree in higher education, the need to expand and develop the regional college system has become a national priority. In Safed, where a college already exists (under the academic auspices of Bar-Ilan University), there is an additional reason to move and expand the campus. The plan calls for the construction of 22 classrooms of different sizes, totaling 1,800 square meters in area, in accordance with the recommendations of the Higher Education Council. The classrooms will serve up to 1,000 students.

The aim of the center is to provide age appropriate activites in order to prevent undesirable behaviors in the youth. The proposed center will offer courses, leadership training and more.

Of these 9,500 residents 1/3 are new immigrants, 1 out of every 5 are over age 60, and 40% are clients of the municipal welfare division. 20% of the children in the neighborhood are considered at risk. The center will offer a range of activities for the residents of all ages including ulpanim, activities for children and families, learning centers, internet access, occupational training for adults and social activities for the elderly.

The Merhavim Regional Council, established in 1951, is located in the northwestern Negev. Today, 7,500 residents populate the Region’s 14 settlements. The Region has recently experienced the negative migration of some of its residents, due to its lack of amenities and relative isolation. The proposed Community Center will provide residents of all ages with a local setting for numerous recreational and social activities, similar to those available in the center of the country, in order to encourage the veteran population to remain and help attract newcomers as well.

Netivot, established in 1956 in the northern Negev, is populated by one of the largest proportions of new immigrants from Ethiopia in the country. Currently, the community of Ethiopians residing in the southwest of the city utilizes an old and inadequate bomb shelter for a small number of social and recreational activities. The proposed three-story Community Center will prevent delinquency in youth and children and ensure that the newcomers will not become marginalized and alienated from mainstream Israel.

The proposed Community Center will complement the municipality’s endeavors to provide for the residents’ standards of living and supply much-needed library services, learning and music centers and an auditorium for residents of all ages.

The Givat Ram neighborhood, built in the 1990’s is home to 3500 residents, and the adjacent neighborhood now being built is planned for three times that number. The proposed Community Center in Givat Ram will meet the cultural and recrational needs of this growing population.

The new community center will offer a youth club, after school programming for children of all ages, classes for children and adults and a club for the elderly.

Sderot is a fast growing city located in the northern part of the Negev region with a population of 25,000 residents. Sderot has become increasingly influential in the making of contemporary Israeli music. In the past decade, the city has established itself as the “southern capital of Israeli music.” However, Sderot has no official community center or cultural arena and people are forced to travel to Tel Aviv or Jerusalem for theatre and other cultural events. The construction of a Cultural Center will enable local artists to further their creative pursuits and allow residents to nurture their love for culture.

Gesher Ha’Ziv community settlement located in the confrontation line, established in the Mateh Asher Regional Council in 1949, is populated by 500 residents. School Community Sports Hall will house sporting events, as well as social and cultural activities for Gesher Ha’Ziv residents of all ages, and consequentially serve as a recreational focal point for the residents of the Mateh Asher Region.

Kaplan Medical Center, located near Rehovot, is affiliated with the Hebrew University and Hadassah School of Medicine in Jerusalem. Over twenty years ago, Kaplan Medical Center opened its outpatient surgery unit, located in the hospital’s emergency basement in an area that was designated for emergencies only. The Outpatient Surgery Unit which currently performs more than 4,500 surgeries per year, consists of three surgery rooms, which do not meet current operating room standards in terms of size, ventilation, storage, and equipment. Furthermore, the outpatient unit’s recovery area is located at a distance from the surgery unit, with minimal conditions for both the patient and his/her family. Due to the increase in outpatient surgeries, there is an urgent need to build a new designated unit for outpatient surgery. The foundation for a new outpatient surgical unit has already been laid, however, additional funding is needed to compete the unit.

Established in 1935, Yokneam is situated in Israel’s Galilee, on the eastern slopes of Mount Carmel, 12 kilometers from Haifa. Today, Yokneam is home to 18,000 people, including 4,000 new immigrants from the FSU, 500 from Ethiopia, and dozens others from Argentina. Yoikneam’s growing population includes a high number of young families- 40% of its residents are under the age of 18. Yokneam lacks an appropriate centralized community framework to provide afternoon activities for its children and youth. Currently, the available activities available are scattered among various locations throughout the town. Due to the lack of organized activity frameworks, many youth wander the streets where they are subject to negative influences. The construction of the Yokneam community center is a vital addition to the community. However, additional funding is needed to complete the project.

The Kfer Vradin Music Center serves the local population as well as children living in the region and the immigrant population living in Ma’a lot.

Construction of a Youth Hostel - Nitzana (Capital)
Ramat Hanegev, Israel  

When Nitzana was created, the need to provide housing and study facilities quickly and inexpensively resulted in the construction of portable huts that were intended as temporary buildings. Today, these facilities are no longer adequate.
Accordingly, Nitzana is seeking to construct a purpose-built youth hostel that will provide accommodations for participants on short-term programs. The hostel will be comprised of individual units for up to three people; each will include a bedroom, a small dining or study area, and a bathroom. The entire structure will be just over 3,000 sq. meters and will be able to accommodate up
to 250 people.

Construction of an Educational Campus - Kiryat Yearim Youth Aliyah Village (Capital)

Built in 1951, the school building is old and no longer suitable. It is important to improve the school facilities, to create a pleasant, cultural and educational environment for these disadvantaged children. This has proven to increase motivation and responsibility among the students.
The new facility will reflect the changes in educational approaches over the last 50 years and will invite students and faculty to spend time there. The facility will include: 12 large classrooms and 2 computer classrooms, 1 language laboratory, 2 music rooms, science laboratories as well as an art studio. The school will have rooms for small group instruction, a reference library, auditorium, a gymnasium, and student lounge.

One of the holiest cities of Judaism, Tiberias is located on the western shore of Sea of Galilee. Today, Tiberias is a popular resort that boasts historical sites, hot springs and many lakeside hotels. It is also home to 42,000 veteran Israelis and new immigrants, many of whom come from low-income families. The city of Tiberias is built on a slope from the Sea of Galilee up to the hilltop neighborhood of Tiberias Elite. Located in the heart of Tiberias, between the hilltop and the Sea of Galilee lies the Mordot neighborhood. Currently, there is no community center that serves the Mordot neighborhood, which is isolated from the existing community center, making it difficult for many residents attend community center activities.

The Nachal Sorek region has been hit hard by the changes in Israel’s agricultural sector. As a result of these difficulties residents in the area have little spare income to spend on cultural activities. This is especially true as cultural activities are expensive and require travelling to other areas as the area does not have any appropriate facilities. The proposed cultural center would provide a range of subsidized cultural activities and informal educational opportunities for residents of the region of all ages.

Bnei Aish, located east of Ashdod, began as a transit camp in the 1950’s. During the last decade the area has enjoyed unprecedented growth and today there are 6500 residents over 60’s of whom are new immigrants. Unfortunately, the building of community facilities has not kept up with the growth of the population. The proposed Cultural Center will provide the inhabitants of this somewhat isolated region with a 300 seat auditorium, multipurpose activity rooms, a storage area, lobby, office and amenities. The Center will offer afternoon activities for children, evening classes for adults, and be the site for cultural activities for the community.

Be’er Sheva, located in southern Israel has throughout its history maintained the Patriarch Abraham’s tradition of receiving guests gracefully. Today almost a 1/3 of Be’er Sheva’s residents are new recent immigrants from over 60 countries. A major step towards providing the city’s heterogeneous residents varied, excellent cultural opportunities is the Municipality’s undertaking to construct a Cultural Center for New Immigrants close to one of the city’s three absorption centers. When completed the Center will include exhibition space, an auditorium, studio rooms for dance, art music and theatre, an information center, 14 classrooms for ulpanim and vocational retraining and offices for olim organizations.

Kibbutz Kfar Giladi, established in 1916, is located between the Syrian and Lebanese borders on the northern Confrontation Line. The Kibbutz has suffered repeated terrorist attacks, and following Israel’s unilateral withdrawal from Lebanon in May 2000, its 770 residents have recently become even more vulnerable. It is essential to support the residents of the northern Confrontation Line by investing in the educational and cultural infrastructure of the region. Currently, the Kibbutz’s social club and various administrative institutions are scattered between three unfortified buildings. The proposed renovation will consolidate the institutions to provide the residents with safe, low-cost services.

The Regional Council of Eshkol, established in 1951, is located in the southwest of Israel. 11,000 residents populate the Region’s 14 kibbutzim, 13 moshavim and 2 communal settlements. Despite its relative prosperity, newcomers are reluctant to make their homes in isolated Eshkol. The proposed new Dance and Ballet School will replace the present cramped, insufficient facilities, and aid the Israeli government in its policy to strengthen this strategically important Region, by attracting more young families from the densely populated center of the country.

The proposed Day-Care Center will allow them to pursue their vocations, secure in the knowledge that their children are being adequately cared for.

Beit Hadar is a newly developed community located next to the regional center and provides services for the Meyuchas Youth Village located in close proximity. The new center will provide day care facilities for 50 children to begin with and the number is expected to grow as a number of communities in the area are experiencing growth at this time.

Bnei Shimon Region Council is located in the Northern Negev, contains 12 agricultural settlements, and is isolated from urban centers. The proposed day care center will serve three of the settlements, which have shared community facilities on Moshav Brosh. As a result of the crisis in Israel’s agricultural center, more and more women from this area are seeking employment outside of their homes. The existing day care facility is inadequate to handle the demand for places for young children. The proposed Day Care Center will offer three classrooms for young children, and will provide afternoon care for older children. Two additional rooms will be used for parental guidance and counseling.

The communal settlement Tushia is part of the Azata Regional Council, alongside 15 other rural settlements in the Negev Desert, some 6km from the Gaza Strip. Socio-economic crises has led to a trend of negative migration. In order to stop this trend and attract new settlers, it is necessary to provide adequate day care faculties. The proposed Day Care Center will consist of three classes and will accept up to 100 children.

The Shafir Day Center for the Elderly, established by the Society for the Elderly of Shafir, provides a variety of activities and services for senior citizens from the various settlements in the Shafir Region as well as from the neighboring towns of Ashkelon, Kiryat Malachi and Kiryat Gat. At present, the Day Center is insufficient to meet the needs of the 850 elderly residents in the Shafir Regional Council. The proposed new 265 sq.m. wing will be specially designed and equipped to suit the unique needs of this age group.

Givat Avni, established in 1991, is located in the Lower Galilee. 350 young families currently populate the village and 100 more are expected shortly. The village lacks additional facilities to locally accommodate the growing number of infants of working parents. The proposed Daycare Center will provide for the needs of the majority of the population, while allowing more families to reside in the village.

Located between Kiryat Malachi and Ashkelon, the Shafir Regional Council encompasses 14 settlements. The Shapira Center includes a regional elementary school, middle school and high school, a religious technological college, a boys’ yeshiva high school and the Or-Etzion “Hesder” Yeshiva, in which the students combine Yeshiva studies with compulsory service in the IDF. There are currently 400 students in the Or-Etzion Yeshiva, including 45 Ethiopian youngsters. The programme is constantly expanding, but the existing dormitories only have room for 128 students. The remainder sleep in old caravans that the Hesder boys say are worse than the conditions in their army basic training. Construction of an additional dormitory building will provide housing for another 128 students.

Children from the Galilee and eventually all over the country will be trained to participate in competative sport at an international level. The dormitory will also provide opportunities for immigrants sportsmen to practice and sports trainers to find work.

The Negev College of Engineering was established in 1995 and offers degree programs in 5 different fields; Chemical Engineering, Civil Engineering, Industrial Engineering, Electrical Engineering and Software Engineering. NACE students are still attending classes on the old campus of the Be’er Sheva College of Technology. With the high school, the non-academic programs for post-high school education and the NACE students, the campus has 7000 students and is very crowded. Land has been allocated and construction begun to create a new campus next to the old one. The Electrical/Electronics Building will house the existing Department of Electrical Engineering and allow for the expansion into the fields of electronics and telecommunications.

The city of Lod, one of Israel’s five mixed Arab-Jewish cities, is located in the center of the country and has a population of 60,000 residents. A large portion of Lod’s residents are at the lower end of the socio-economic spectrum and many of them are clients of the city’s welfare office. Because of this heavy case burden there is a need to create an Emergency Center for Children which will provide emergency intervention where needed. The Center will provide temporary shelter for children in need until either they can return to their homes or be placed in foster care.

Ma'alot-Tarshicha, Israel  

The enlargement of the art center in Ma’a lot-Tarshicha will provide additional opportunities for immigrant artists (over 50% of Ma’a lot’s population is new immigrants) to have a place to show and sell their work. The growth in the local population has created increased demand for workshops and gallery space, which the planned renovation will provide. The renovation includes enlarging the existing gallery, adding a cafeteria and workshops, adding additional bathroom facilities, building of a storeroom for exhibitions and exhibit apparatus, and on the upper floor the creation of studio space for the artists.

Metulla, Israel's northernmost city, is home to approximately 2500 people, but the municipality provides services to nearly 4000 more, including personnel from the army and UN bases that patrol the border with Lebanon. In light of the new reality where Metulla once again serves as the borderline between Israel and Lebanon, adequate medical services must be available to its residents. The existing Medical Center is old and overcrowded. The proposed expansion will provide an additional 200 sq.m., thus providing a total area of 400 sq.m.
