 General Policies 


      In general, the Fund will support a limited number of new projects of significance which enhance Jewish education in the Diaspora, and not many minor projects.

The Fund will support projects for a period of up to three years. Grants generally will be phased down during the period of support.

The Fund will not finance regular budgets or deficits of existing institutions or on-going programs. The Fund will not finance overhead expenses, and will not approve retroactive allocations.

The Fund does not finance building projects.

Applicants must demonstrate at least 50% local participation in financing for projects supported by the Fund.

Applicants must list all other sources of income in their application to the Fund, and should indicate how they plan to continue the project after completion of the Fund's support.

The Fund makes payments retroactively, after receipt of satisfactory progress and financial reports.

Regarding projects which involve preparation of educational materials with the potential for sales and profits, as a rule:
  • Any profits must be reinvested in similar programs
  • The Fund's partners may purchase an unlimited quantity of the materials at cost

Deadlines for completed applications are strictly enforced. Applications received by September 30 are eligible for consideration at the Board meeting of the following February. Applications received by May 31 are eligible for consideration at the Board meeting of the following October.

In order to encourage and facilitate the opening of new Jewish kindergartens, there is no deadline for kindergarten applications. Likewise, in order to advance the implementation of smaller multimedia projects, these applications will be considered when they are received. However, large projects involving the use of multimedia must be presented to the Fund's Board at its regular meetings, and therefore are subject to the regular deadlines stated above.
