Whereas the above-mentioned custom is rooted in procedures of the Jewish Agency, and
whereas the above-mentioned custom is opposed to the democratic foundations of the World Zionist Movement, and
whereas the above-mentioned custom gives a very small group a right of veto on the democratic election of functionaries at the Jewish Agency, and
whereas the above-mentioned custom is opposed to the constitution of the World Zionist Organization and the founding agreement of the Jewish Agency, as it imposes the veto and distorts election results of its elected representatives,

the 34th Zionist Congress resolves to reject this custom, and to instruct its representatives at the Jewish Agency to cancel this flawed custom.

Whereas when the British company, The Jewish Colonial Trust Ltd, of which the company The Jewish Colonial Society LTD is the direct continuation, was established in 1899, it was to serve as the financial tool of the Zionist Movement.
Dr. Theodore Herzl wrote about the establishment of the company in a leading article in the newspaper "Die Welt", that: "…the movement needs a financial tool that is sufficiently efficient and pure."
In order for this goal of a financial tool for the Zionist Movement to be achieved, and in order for there to be a body that ensures the Zionist character of the company, the Council has been nominated for the company, the members of which were all members of the Zionist General Council. Out of one hundred possible members of the Council, according to the by-laws of the Jewish Colonial Society Ltd, presently there are only twenty-three members.
The Council has authorities within the company, which ensure its ability to supervise the fulfillment of the goals of the Zionist Movement. The Zionist Congress is interested in fulfilling the goals of the Zionist Movement and in properly representing the Zionist Movement in the company through the variety of factions of the Zionist General Council.

Therefore the 34th Zionist Congress calls upon the Council of the Jewish Colonial Society Ltd to implement the decision of the Zionist Congress and to have all the members of the Presidium of the Zionist General Council become members of the Council,

the 34th Zionist Congress therefore resolves -

that all members of the Presidium of the Zionist General Council will be appointed as members of the Council of the Jewish Colonial Society Ltd. Accordingly, the Zionist Congress recommends to the Council and its current members to appoint all the members of the Presidium of the Zionist General Council as members of the Council.

The 34th Zionist Congress resolves that all its elected officials, members, representatives, trustees and as all those acting in its name, have to act for its resolutions and work toward their full execution.

Any person not fulfilling this decision will be unable to represent the Zionist Congress or any of the institutions of the Zionist Movement in any function or mission.

Explanations

whereas assets that have been purchased by Keren HaYesod in the name of Keren HaYesod prior to 1989 are also the property of the World Zionist Organization, and

whereas the agreement for the reconstitution of the Jewish Agency (1971) recognizes that the Zionist Organization has acted as a Jewish Agency, and the by-laws of the Keren HaYesod also recognize the World Zionist Organization as the controlling entity of Keren HaYesod, and

Explanation:
In our opinion, the agreement that has been brought together this past year between the representatives of the World Zionist Organization, appointed by the Treasurer with the approval of the Chairman of the Zionist Executive, and the representatives of the Jewish Agency, based upon the letter of appointment issued by the Treasurer on 01/02/2000, harms the assets of the World Zionist Organization. Furthermore, in our opinion, the assets of the World Zionist Organization have been used without formal authorization by the World Zionist Organization, a matter which must be changed.

The Status of the World Zionist Organization

Whereas the World Zionist Organization, its status, its authorities and its reputation have been seriously damaged in recent years, and

whereas there is no definition as to who is authorized to relinquish authorities of the World Zionist Organization, which has caused damage to the status of the World Zionist Organization,

be it hereby resolved that nothing will be done nor any decision adopted - by the Zionist Executive, the Zionist General Council, the Presidium of the Zionist General Council or any other body of the World Zionist Organization and/or its members in the Jewish Agency, Keren HaYesod, the Jewish National Fund or any entity in which the Zionist Organization holds at least 50 % - that may damage its status and/or authority.

Changes in the authorities of the World Zionist Organization will be made only by the Zionist Congress or by the Zionist General Council, with a relative majority of 2/3 of the members of the Zionist Congress.

Explanation:
In recent years, we are witnessing the fact that Zionist members of the Executive of the World Zionist Organization and the Jewish Agency have assisted in making substantial changes in the agreement for the reconstitution of the Jewish Agency, or have been partners in the agreement of 'reconstitution', etc., without explaining the meaning and essence of these changes to the legislative bodies of the World Zionist Organization, the Zionist Congress and the Zionist General Council. Therefore, we believe that profound changes of this type must be carefully considered and require conditions that allow for decision making in a considered fashion and after proper consideration.

The Connection between the so-called Jewish Agency and the World Zionist Organization prior to 21 June 1971

Whereas there are those who nowadays claim that wherever it is written Jewish Agency, this means the Jewish Agency, as expressed since the establishment of the Jewish Agency as an independent legal body,

despite the fact that the Jewish Agency was only recognized as an independent legal body in 1979, when corrections were made in the status law. In addition, in the Covenant between the Israeli government and the Jewish Agency it has been stated that the Covenant is valid as of 21 June 1971. Thus, the State of Israel has only recognized the Jewish Agency as an independent legal body since 1979, retroactively since 1971.

Prior to 21 June 1971, as stated in the Covenant, "that the Zionist Executive, which is also called by the name the Jewish Agency Executive",

and in the agreement for the reconstitution of the Jewish Agency, it is stated that "the Zionist Organization has also been operating as the Jewish Agency".

Therefore, it is clear and definite that wherever Jewish Agency is mentioned prior to 21 June 1971, it must be read the World Zionist Organization.

Adopting the Original Agreement for the Reconstitution of the Jewish Agency

Whereas the changes and corrections that have been made in the "agreement for the reconstitution of the Jewish Agency" (or the agreement for the change in the structure of the Jewish Agency for Israel - the original name) ever since 1971, have damaged the status and authorities of the World Zionist Organization, and

whereas the agreement of establishment recognized each of the partners to the agreement as an independent body, entitled to independently determine its positions without the need of the agreement of the others, but with their non-obligating advice,

be it hereby resolved, with the intention of cooperation through mutual respect and consideration of the parties involved, to make a decision determining that the agreement for the reconstitution of the Jewish Agency, in its original wording of 1971, is final.
(With the addition of a number of technical changes due to the Covenant made between the Israeli government and the Jewish Agency).

Be it further resolved that due to the adoption of this decision, the Zionist representatives will be obliged to demand from the institutions of the Agency the change of the agreement of establishment, according to this decision, and to demand other changes that come as a result of that, in the by-laws of the Jewish Agency, in its reconstruction, etc., so as to realize this spirit.

Explanation:
The agreement for the reconstitution of the Jewish Agency is based upon the principle of equality and independence of the partners. It recognizes the right of each side involved to make considered decisions, though without giving the right of veto to any of the parties in the partnership. The principle is the democratic principle of majority.

Unfortunately, ever since 1988, the agreement of reconstitution of the Jewish Agency has undergone many corrections, most of which damage the status or the authority of the World Zionist Organization, which is the main partner. It is necessary to point out that the principle of mutual respect and consideration of the partners was the basis of the agreement of the establishment of the Jewish Agency.

Therefore, the Zionist Congress resolves that the basis of partnership, mutuality and cooperation in the future, is that of returning and adopting the original agreement of reconstitution of the Jewish Agency, because the current agreement, with all the corrections that have been made to it, does not represent the status of the World Zionist Organization.

The Establishment of an Informal Education Department in the World Zionist Organization

Whereas the informal educational activity of the youth movements, students and adults is one of the basic goals of the World Zionist Organization, and

whereas education toward Zionist values can be carried out by the World Zionist Organization in the best and most efficient way, and

whereas the World Zionist Organization regards informal education as being of the utmost importance,

be it hereby resolved that it is necessary to renew the activity of informal education within the framework of the World Zionist Organization, and to transfer functions together with the relevant budget from the Jewish Agency to the World Zionist Organization.

Explanation:
According to the agreement of 'reconstitution' (June, 1997), the educational departments have been united and transferred to the Jewish Agency.
And whereas we hold the view that formal education, and mainly informal education, must take place within the framework of the World Zionist Organization and be carried out by it, in our view the informal education of youth movements, magshimim, students and other frameworks must be within the framework of Zionism, while implementing its values and worldview.

Whereas the Executive of the World Zionist Organization has decided on its representatives to the Board of Governors, and

whereas this decision is opposed to the spirit of paragraph 38a of the Constitution of the World Zionist Organization, which determined the representation of the World Zionist Organization at the Assembly of the Jewish Agency, while the latter elected the representation at the Board of Governors, and

whereas the correction that has been made by the last Assembly to the agreement for the reconstitution of the Jewish Agency has transferred the authority to elect the members of the Board of Governors from the Assembly to the Board of Governors,

be it hereby resolved that the decision made by the Executive of the World Zionist Organization regarding the composition of the representation to the Board of Governors is hereby cancelled, and that the Zionist Congress must determine the composition of the representation of the World Zionist Organization, according to the relative strength of the unions and factions within the Zionist Congress.

Explanation:
The different factions of the Zionist Congress hold the view that the representation of the World Zionist Organization at the Board of Governors does not represent the factions within the World Zionist Organization, and that therefore resolve to cancel the decision of the Zionist Executive, and to demand of the Zionist Congress to determine its representation.

In addition, the factions will work toward a change of paragraph 38a of the Constitution of the World Zionist Organization, (due to the changes that have been made in the agreement for the establishment of the Jewish Agency), so as to properly meet its needs.

whereas the change in the by-laws of Keren HaYesod were made in order to reduce the status and authority of the World Zionist Organization, and

whereas the Covenant made between the Israeli government and the World Zionist Organization defines Keren HaYesod as a fund of the World Zionist Organization,

it is hereby resolved that the World Zionist Organization will work toward a change in the by-laws of Keren HaYesod, so as to reinforce the status and authority of the World Zionist Organization in Keren HaYesod.

Explanation:
The history of Keren HaYesod has been part of the Zionist Movement. In addition, the Covenant made between the Israeli government and the World Zionist Organization therefore determines that Keren HaYesod is a fund of the World Zionist Organization.

Unfortunately, the by-laws of Keren HaYesod were changed in 1989, an act which has damaged the status and the authorities of the World Zionist Organization.

Therefore, we believe that it is necessary to strengthen the connection between Keren HaYesod and the World Zionist Organization, practically and legally.

Renewed Discussion on the Covenant with the Israeli Government

The status of the World Zionist Organization and its functions are anchored in the Covenant made by it and the Israeli government.
This Covenant has existed for many years cannot continue to serve as the basis for the current mutual relations between the State and the Zionist Movement.

The Zionist Congress will work toward a renewed discussion on this Covenant. It is necessary to establish a public committee that will represent the Government and the Knesset, the Zionist Executive and personalities from all walks of life, which will be given the task of formulating a new Covenant.

The new Covenant will redefine the function of the Zionist Movement and the national tasks carried out by it. The Covenant will ensure full cooperation between the government and the Zionist Movement in the following fields:

· Aliyah and absorption
· Jewish and Zionist education
· Strengthening of the Zionist youth movements
· Zionist volunteering
· Jewish heritage and Hebrew culture
· A connection between Israel and the Diaspora

The Covenant will also ensure financial aid by the State within the framework of the above-mentioned partnership.

Whereas the Zionist Executive decided to withdraw administrative funding to Zionist Federations in the 1998 budget year and instead decided to provide funding only for projects proposed by Zionist Federations and approved by the Zionist Executive, and

whereas that decision is contrary to the expressed will and the resolutions approved at the 33rd Zionist Congress, and

whereas that decision is impeding the Zionist Federations' existing administrative infrastructure, necessary to initiate and carry out any activity or project, and

whereas in the past several years the Zionist Federations' administrative infrastructures, as a result of earlier budgetary cutbacks, have already been reduced to an operational minimum, and

whereas the decision to withdraw administrative funding to Zionist Federations is counter-productive to the apparent goals of the World Zionist Organization, which includes the reinforcement of Zionist activities and the implementation of Zionist projects,

the delegates to the AZM Fifth Biennial Congress resolve that the 34th Zionist Congress call upon the Zionist Executive to provide the necessary funding, beginning from January 1, 2002, to the Zionist Federations in order to better develop an organizational infrastructure that will operate more efficiently and will carry out Zionist activities and projects, in accordance with the Jerusalem Programme.

Whereas the United States Jewish community is the largest in the world, and

whereas it has been overwhelmingly Zionist and has shown great concern for Israel, and

whereas Article 7A of the WZO Constitution states: "A Zionist Federation, accepted as a member of the World Zionist Organization, shall be the instrument in conjunction with whom the Executive shall carry out the tasks and duties imposed upon it by the provisions of this Constitution and resolutions of the Congress and the General Council", and

whereas Article 7A further states that: "the Executive, the heads of its departments and its representatives must consult with the Executive Governing Body of the Federation or its authorized representatives, regarding the Zionist activities of the Executive in that area",

the 34th Zionist Congress directs the WZO Executive as follows:

1. All decisions regarding appointments and representations which impact on the US Zionist bodies will be subject to advice and consent of the US Zionist Federation, as currently constituted (i.e. to the advise and consent of the American Zionist Movement).
2. Within one year from this Congress the WZO Executive will submit a plan to the ZGC to enforce all the provisions of the WZO Constitution with regard to individual Zionist bodies in the US; and to enforce all provisions of the WZO Constitution in all countries where there are Zionist Federations operating.
3. By the end of fiscal year 2002, to ensure that activities of the USD-Hagshama Department in the United States, Midstream and other programs of the Executive in North America, be operated under the auspices of the American Zionist Movement, the territorial Federation in the United States, and
4. In accordance with Article 25A of the Constitution, the WZO Executive will provide a plan for the creation of territorial groupings alongside the ideological ones, to allow Zionist Federations to take their rightful place within the structure of the WZO. Said plan to be submitted to the first meeting of the Zionist General Council in 2003.

"Hereby we declare that the improvement of the WZO's reputation with the government, ministries and embassies of Israel is of crucial importance for the future. In spite of being the oldest of all Jewish organizations and associations, the WZO habitually has to endure being ignored by the above bodies at functions and events. Its status needs to be improved among other Jewish organizations, most of which originated from the WZO. People want to take pride in the organization they become members of. Members need to have their interest in the WZO and its activities aroused in order to remain active. Interest and pride are doomed to suffer when an organization is increasingly sidelined. Should we prove unable to counteract these developments, our membership will dwindle as we struggle to recruit new members, which are the lifeblood of any organization.

The World Zionist Organization, which is the operational institution of the Zionist Congress, watches its budget reduced from one year to the next.

The Jewish Agency has reduced its participation in the budget of the World Zionist Organization.

Since the Jewish Agency, Keren HaYesod and the Jewish National Fund are subsidiary companies of the World Zionist Organization and the worldwide formation for fund raising is intended for Zionist activity,

The Zionist Congress demands all fund raisers to increase budgeting in order to ensure the attainment of the goals and tasks of the World Zionist Organization, which is operating according to definitions that have been made in the Covenant of the Israeli government with the World Zionist Organization (Article 1 in the appendix to the Covenant between the Israeli government and the World Zionist Organization).

The Zionist Congress resolves that a budget of 30 million dollars from these sources will be at the disposal of the World Zionist Organization.

In light of the fact that the Covenant made between the Israeli government, the World Zionist Organization and the Jewish Agency requires changes and corrections, and in light of the fact that in the agreements between the World Zionist Organization and the Jewish Agency for Israel the status of the World Zionist Organization has deteriorated.

The Zionist Congress resolves to instruct the Zionist Executive and the Presidium of the Zionist General Council to formulate:

i. a new Covenant with the Israeli government
ii. an updated agreement with the Jewish Agency for Israel.

The Congress authorizes the Zionist General Council to discuss and approve the new Covenant and the new agreements.

Whereas over the span of years, an enormous erosion of the World Zionist Organization's prestige and image has taken place as a result of the transferring of part of its authority to partner bodies; and

whereas there is still a fog surrounding the question: which of the bodies (The Zionist Executive, The Presidium of The Zionist General Council and The Zionist General Council) of the World Zionist Organization was given the authority to relinquish each of the World Zionist Organization's authorities which has had the effect of damaging its status;

be it resolved that

in each body in which the World Zionist Organization has at least 50% of the power of decision (The Jewish Agency, Keren Hayesod, the Jewish National Fund, etc.), no action will be taken without the decision of the Zionist Congress or the Zionist General Council, made by the needed majority to alter the Constitution.

The National Institutions

During the past decade, far-reaching changes have taken place within Jewish communities in the Jewish world and in Israel.

One million olim have come to Israel, the process of assimilation abroad has increased, serious upheavals and changes have occurred in Jewish communities, such as Argentina, France and South Africa; many changes have also taken place in the relationship between Israel and the Jews of the Diaspora, and more significant changes are expected in the future.

Within these processes exists the great fear of a weakening of the mutual relationship between the Jews of the Diaspora and Israel, especially in the next generations.

The National Institutions have thus far not found a comprehensive answer to these processes and are in continuous retreat. The changes that have been made during recent years can be defined as too little and too late.

The Zionist Congress calls for a re-evaluation of the relationship between Israel and the Diaspora, with the aim of finding ways that are suitable and that will enable coping, in an effective way, with the challenges of the changes of time facing the Jewish world and Israel, and to realize the urgent need for a thorough systems renewal that will respond to the new reality and contribute to the end of these negative processes as well as strengthening National Institutions.

Resolution on the Mandate of the Zionist Federations

Whereas the Zionist Federations are the primary operational arm of the World Zionist Organization, and

Whereas these Zionist Federations operate without a clear and enunciated mandate from the WZO in terms of their areas of responsibility and activity,

Be it hereby resolved that the following be adopted as the official WZO platform regarding the role of the Zionist Federations around the world:

The Mandate of the Zionist Federation

The World Zionist Organization calls upon the Zionist Federations to implement the following Zionist program of action:

  • Aliya
    The promotion of Aliya in cooperation with the offices of the Jewish Agency (local and in Israel); maintenance of connection between Olim and the communities from which they came.
  • Israel Experience
    Promotion of Israel experiences of all sorts and duration for the entire Jewish community; initiation of new Israel experience frameworks to fulfill otherwise unmet needs.
  • Zionist Education
    Promotion of Zionist education in local Jewish educational frameworks, both formal and informal; organization of informal adult Zionist educational opportunities; development of educational frameworks for those returning from the entire spectrum of Israel programs and experiences.
  • Hebrew Education
    Promotion of the teaching of spoken and modern Hebrew in local Jewish educational frameworks, both formal and informal; promotion of adult Hebrew education, including the establishment of Hebrew Ulpanim where none exist; encouragement of all Jewish communal leaders to engage in the study of spoken Hebrew.
  • Israel Advocacy
    Cooperation with the local representation of Israel's Foreign Ministry and local groups, including students, in the organization of Israel advocacy in the community, including public lectures, political lobbying, and the monitoring of and responding to local media reportage on Israel.
  • Shaping Israel
    Creation and promotion of multiple options for the engagement of Diaspora Jews in shaping Israel as a chevra l'mofet, an exemplary society, including cooperative ventures between Israeli and Diaspora Jews.
  • Cultural Nationalism
    Restoration of the dimension of Zionism that is cultural nationalism rooted in the Jewish heritage, and revitalization of the concept of Israel as homeland; stimulation of the participation in and creation of a Jewish national culture with Israel at its center.

The Status of the Zionist Federations

Whereas the Zionist Federations constitute the primary arm of the World Zionist Organization in promulgating the Zionist platform throughout the world, and

Whereas the Zionist Federations have generally become increasingly marginalized in Jewish communal life due to a variety of factors, and

Whereas it is in the interest of the Zionist movement to increase the visibility of the Zionist Federations in the Jewish community,

Be it hereby resolved that the Zionist Executive and the Presidium of the Zionist General Council, establish a high-level Committee on the Status of the Zionist Federations with the participation of representatives of the Zionist Federations, the Jewish Agency, the United Jewish Communities, Keren Hayesod and other Jewish organizations deemed appropriate by the Executive and Presidium, to explore the status of the Zionist Federations around the world, and develop an operative plan, including budgetary considerations, to raise their stature within Jewish communal life.

Budget of the World Zionist Organization

Whereas the attacks on Zionism emanating from anti-Zionists and post-Zionists alike have increased in recent years, and

whereas the tasks of Zionism are far from complete and require ongoing resources, and

whereas the budget of the World Zionist Organization in general, and the operative departments of the WZO in particular, have been reduced drastically since the last Zionist Congress, and

whereas the current WZO budget does not provide sufficient means to meet the needs of the Zionist movement, particularly in regard to the cultivation of a younger generation of students and new leadership, and the support of Zionist Federations,

be it hereby resolved that the Zionist Congress calls upon the Zionist Executive to develop and execute a plan to double the current WZO budget incrementally over the next four years.

Be it further resolved that should funds for this purpose not be found within one year in the Jewish Agency, the Jewish Colonial Trust, the Jewish National Fund, or the Government of Israel, that the WZO undertake to launch an independent fundraising campaign no later than one year from the conclusion of the 34th Zionist Congress.
