The 34th Zionist Congress decides to instruct the Zionist Executive to create a programme for the educational and public worldwide struggle against phenomena of Anti-Zionism and to cooperate with Jewish factors worldwide against Anti-Semitism and racism.

The Congress views very positively the activity of the Forum for the Struggle Against Anti-Semitism, presided over by the Deputy-Minister of Foreign Affairs, Rabbi Michael Melchior.

Whereas the Jewish Diaspora is subject to Anti-Semitic activity in the name of Anti-Zionism, and whereas Jewish and private institutions are subject to violence committed by various Anti-Semitic groups, and
whereas we, as the Zionist Organization and as the Zionist Jewish State, feel responsible for the Jewish people in the Diaspora,

it is hereby resolved:
that we will cooperate with the State of Israel and other Jewish organizations, in the fight against Anti-Semitic and Anti-Zionist phenomena, and for the safety of Jews where ever they are.

Whereas these are most difficult times for the Jewish People and the State of Israel,

therefore be it resolved that the Zionist Congress issues a call for an organized "Hasbara" campaign that will serve as the spearhead in the battle against the re-emergence of Anti-Semitism.

In order to respond immediately, effectively and decisively to each and every incident, we must enlist our best resources, talents and efforts.

The 34th Zionist Congress regards campuses worldwide as one of the most important arenas in the fight against Anti-Semitism and Palestinian propaganda.

Recognizing the importance of this issue, the Zionist Congress resolves to establish a think tank, which will help develop a systematic strategy for the entire issue of Hasbara on campuses.

In light of the outbreak of a wave of Anti-Semitism throughout the world, and in Europe in particular, the 34th Zionist Congress calls upon the Jewish communities, Zionist organizations and Youth Movements, to operate clearly and assertively against all expressions of Anti-Semitism.

The 34th Zionist Congress condemns those forces, which are trying to hide the extent of the phenomenon and are burying their heads in the sand.

The 34th Zionist Congress calls upon the Executive of the Jewish Agency to establish a professional team, based in Jerusalem, to coordinate the fight against Anti-Semitism in an active and dignified way.

Improvement of the Hasbara Network of the State of Israel

The 34th Zionist Congress expresses its concern in light of the problems of Hasbara for the State of Israel.
Each day, the enemies of the State of Israel spread lies and conspiracies in the world media. The position of the State of Israel, in most cases, is not evenly presented.

The 34th Zionist Congress is aware of the importance of qualitative and effective Hasbara, and therefore calls upon the Executive of the Jewish Agency to initiate the establishment of a Hasbara steering committee. This committee will include representatives of the Prime Minister's office, the Ministry of Foreign Affairs, the Jewish Agency and professional bodies dealing with the issue of Hasbara.

For hundreds of years, the Jewish People in the Diaspora have suffered from expressions of Anti-Semitism, which reached their peak when the Nazis rose to power in Germany.

Currently, we are witnessing a rise and increase of the powers of the Fascist Right in Europe and in the entire world.

At the same time, we are witnessing repeated attacks on Jewish institutions, as well as waves of Anti-Semitism, open and hidden, without any practical and active interference on the part of the governments of those countries in which these phenomena are taking place.

Under the cover of the difficult events of the period of the second Intifada, we are witnessing new phenomena of Anti-Zionism and Anti-Semitism throughout Europe.

The Zionist Congress must instruct the Zionist General Council, the Zionist Executive and the Presidium of the Zionist General Council to develop an operative program in order to direct its representatives worldwide in coping with these phenomena.

The Zionist Congress must strongly support student and youth organizations in their struggle against phenomena of Anti-Semitism on campuses and in universities worldwide.

The Zionist Congress calls upon the governments of the world to bring to justice those who commit violence, and the bodies that stand behind these activities, and that support and justify their criminal actions.

In light of the rising tide of Anti-Semitism in the world and in Europe,

the Zionist Congress calls for intensive action by the State of Israel and by the Jewish People, to take action to block this murky wave and abolish it.
