Committee 2 -
Immigration as an Expression of Zionist Realization and as a National Strategic Value, with Focus on Western Countries

Draft Resolution No. 2 / 1

Submitted by Solly Sacks
HaMizrachi, Hapoel-HaMizrachi, Meimad, Gesher

The Zionist Congress has repeatedly determined that immigration to Israel from all over the world is the moral basis of the Zionist dream,

and therefore, the Congress expects the Zionist executive to do all in their power and act directly in order to encourage immigration into Israel in general, and from Western countries in particular, as well as to be actively involved in the absorption of immigrants in Israel.

Draft Resolution No. 2 / 2

Submitted by Paula Edelstein
The New Faction

Whereas immigration is a basic value of the Zionist Movement, and
whereas immigration is the precondition for the existence of a Jewish Zionist democratic State, and
whereas the World Zionist Organization is responsible for immigration, according to a convention with the Israeli government, and
whereas present conditions in different countries require action promoting immigration, and
whereas the gathering of the dispersed is one of the basic components of the State of Israel,

be it resolved:

that the Zionist Congress calls upon the Jews of the Diaspora to come to Israel and strengthen Judaism and Zionism of the state.

Draft Resolution No. 2 / 3

Submitted by Aharon Yadlin, Arieh Azulai, Michael Landsberg
The World Labor Zionist Movement

In order to strengthen Jerusalem as a symbol of the Jewish nation,

the Zionist Congress attributes great importance to the channeling and encouragement of immigration to Jerusalem.

Draft Resolution No. 2 / 4

Submitted by Moshe Testa
The Zionist Council in Israel

The Zionist Congress considers it important to call upon the government and upon the Jewish Agency to prepare an urgent national program for the absorption of one million immigrants into Israel within the coming decade, and to encourage immigration.

Draft Resolution No. 2 / 5

Submitted by Nadav Kirdon
World Yavne

The Zionist Congress determines that immigration into Israel represents one of the central foundations of the Zionist vision, and that therefore it is necessary to act so as to increase the number of Jewish immigrants to Israel.
In order to achieve this, the Zionist Congress has decided to support educational programs for Jews living in the Diaspora, which will efficiently and practically encourage immigration, and to budget resources, whether for programs that gradually prepare for immigration, or for programs that lead to direct immigration.

Draft Resolution No. 2 / 6

Submitted by the Rabbi Joseph Wernik
World Mercaz

Whereas the Zionist Movement is obligated to the future of the Jewish people in the Diaspora, to its unity as well as to its connection with the state of Israel,

the Zionist Congress has decided to require the World Zionist Organization to hold talks with the Jewish Agency in order to establish a council of all factions of the World Zionist Organization with representatives of executive organizations and movements, to prepare a program for immigration from Western countries.

The Zionist Congress calls upon its representatives within the Aliyah Department of the Jewish Agency to act toward the encouragement of immigration from Western countries.

Draft Resolution No. 2 / 7

Submitted by Danny Dannon
World Likud

The 34th Zionist Congress blesses the new immigrants, as well as all those dealing with immigration. At a time when the Jewish settlement is fighting its enemies from within and from without, every Jew who immigrates to Israel represents a major reinforcement of the Zionist establishment in the land of Israel.

The 34th Zionist Congress rejects the view expressed by a number of organizations in France, which have declared their retreat from the project of Aliyah.

The 34th Zionist Congress congratulates the Chairman of the Jewish Agency, as well as the Jewish Agency Executive, for their firm Zionist stance to continue to encourage the project of Aliyah from France.

Draft Resolution No. 2 / 8

Submitted by Sheva Friedman
World Union of Meretz

The fulfillment of Zionism is the realization of the Jewish national dream in Israel and in the Diaspora.

The fulfillment of Zionism is an act of personal volunteering, undertaken out of a feeling of obligation to Jewish Israeli society and respect for the laws of the state.

Zionist fulfillment, meaning Aliyah at the present time, is an expression of the continuing realization of the Jewish national being, which is the State of Israel.

Aliyah is the guarantee for the continuing connection between Jewish communities in the Diaspora and the State of Israel.

As the number of supporters of racist and Anti-Semitic parties worldwide is on the rise, the Zionist Congress calls upon the Government of Israel to prepare for the absorption of increased immigration, under suitable conditions of peace, employment and housing, which will facilitate the absorption of these immigrants into Israel.

Draft Resolution No. 2/9

Submitted by Solly Sacks
HaMizrachi

The Zionist Movement regards Aliyah and absorption as issues of top national priority, and calls upon the Government of Israel, as well as upon the Jewish Agency, to provide the required resources necessary for the encouragement of Aliyah, and in order to ensure positive conditions for absorption, so as to continue the rise of Aliyah.

Draft Resolution No. 2 / 10

Submitted by Shlomo Abutbul
Member of the Zionist General Council

i. Explanations
North African Aliyah (from Morocco, Tunis and Algeria) arrived in Israel in large numbers, beginning from 1830 and onward (beforehand, only individuals and families arrived). This Aliyah renewed the Jewish settlement in Jaffa, first within the city walls and, when the city walls crashed, also outside of them in Haifa, and increased the number of Jewish residents in Jerusalem, Safed and Tiberias
The latter represented the basis for settlements around Jaffa, for settlements in general, and actually opened the gates for Aliyah to the land of Israel, through the port of Haifa.

ii. The Decision
The Zionist Congress decides that this Aliyah is the Zionist Aliyah from the Magreb.
As well, the Zionist Congress approves a budget of 5 million NIS each year for a period of five years, for researchers, publications, books and programs on radio and on TV, etc.

The Hasbara Department of the Zionist General Council is responsible for the execution of this decision.
