Amendments to the Constitution and Regulations
1. A New Constitution for the World Zionist Organization
Whereas the World Zionist Organization Constitution is not sufficiently
clear and, as the Zionist Court has claimed, is "patches over patches",
and
whereas there is room to reformulate the Constitution of the World Zionist
Organization,
be it resolved:
that the Zionist Executive must submit to the Zionist General Council
34/2 a new draft constitution.
If, during the next 12 months, a new draft resolution is not submitted,
the Presidium of the Zionist General Council will appoint a committee,
composed of legal experts, who will submit a draft constitution to the
members of the Zionist General Council within six months.
During the following session, this draft will be submitted for the approval
of the Zionist General Council.
The geographical composition of this Constitution Committee will reflect
the geographical composition of the Zionist Congress, the highest authority
of the World Zionist Organization, including at least five chairmen of
the Zionist Federations.
2. Representation of the Young Generation at the Zionist Congress
A. Whereas the Zionist General Council has decided at its XXXIII/4 meeting,
that was held on Sivan 17th 5760, June 20th-23rd, 2000, Article C Section
30 - Ensuring the representation of the young - Amendment to the Constitution:
1. The representation in the Zionist Congress and in the following
Zionist General Council will include at least 25% delegates aged
18-30 from all the delegates to the Zionist
Congress and the Zionist General Council.
2. And whereas in the regulations to apply the decisions approved
in the Zionist General Council XXXIII/5, held in June 2001, the
issue of the Zionist General Council was omitted.
B. Be it resolved to add to Article 32 (of the Constitution) Section
1, the following line:
"One quarter of the members in each of the Zionist Congress parties
will be from among the young generation."
In this Constitution Article, the term "member of the young generation"
refers to every Jew who is a member in a body affiliated with the World
Zionist Organization (Section 3), has reached 18 and is no older than
30.
IV. Be it resolved to add a Sub-Section (4b) to Article 32 (4) of the
Constitution, as follows:
"One quarter of the deputy members of the Zionist General Council
in each party among the Zionist General Council parties, will be from
among the young generation."
In this Constitution Article, the term "member of the young generation"
refers to every Jew who is a member in a body affiliated to the World
Zionist Organization (Section 3), has reached 18 and is no older than
30.
3. Authorization
1. Authorization of the Zionist General Council to Change the Constitution
In accordance with Articles 15 and 64 of the Constitution of the World
Zionist Organization, the Zionist Congress authorizes the Zionist
General Council to discuss and deliberate on changes to the Constitution
of the World Zionist Organization.
2. Authorization of the Zionist General Council on Matters of Budget
and Finance
The Zionist Congress delegates its authority over matters of budget
and finances to the Zionist General Council, and authorizes it to
discuss and deliberate on all matters of budget and finance, either
directly or by the authority of the Standing Committee on Matters
of Budget and Finance.
85. Transferring the draft resolutions that were not discussed
In accordance with Section 16 (d) of the Standing Orders of the Zionist
Congress, it is resolved to transfer the following draft resolutions,
which were numbered: 10/2; 10/6; 10/11; 10/13; 10/17; 10/22; 10/25; 10/26;
10/27; 10/36, and that were not brought for approval before the Resolution
plenary, to the Constitution Committee that will be established, in accordance
with Resolution 10/8.
