Aliyah - an expression of Zionist fulfillment and a national strategic asset, with a focus on Western countries

1. Aliyah to Israel

The Zionist Congress has repeatedly determined that immigration to Israel from all over the world is the moral basis of the Zionist dream,

and therefore, the Congress expects the Zionist Executive to do all in their power and act directly in order to encourage immigration into Israel in general, and from Western countries in particular, as well as to be actively involved in the absorption of immigrants in Israel.

2. Strengthening Judaism and Zionism in the State of Israel

Whereas immigration is a basic value of the Zionist Movement, and
whereas immigration is the precondition for the existence of a Jewish Zionist democratic State, and
whereas the World Zionist Organization is responsible for immigration, according to a Covenant with the Israeli government, and
whereas present conditions in different countries require action promoting immigration, and
whereas the gathering of the dispersed is one of the basic components of the State of Israel,
be it resolved:
that the Zionist Congress calls upon the Jews of the Diaspora to make Aliya to Israel and strengthen the Judaism and Zionism of the state.

3. Allocation of Resources to Encourage Aliyah

The Zionist Congress determines that immigration to Israel represents one of the central foundations of the Zionist vision, and that therefore it is necessary to act so as to increase the number of Jewish immigrants to Israel.
In order to achieve this, the Zionist Congress has decided to support educational programs for Jews living in the Diaspora with emphasis on students and youth who encourage aliyah efficiently and practically, and to budget resources, whether for programs that gradually prepare for immigration, or for programs that lead to direct immigration.

4. Establishing a Committee for Aliyah from Western Countries

Whereas the Zionist Movement is obligated to the future of the Jewish people in the Diaspora, to its unity as well as to its connection with the state of Israel,

the Zionist Congress has decided to require the World Zionist Organization to hold talks with the Jewish Agency in order to establish a council of all factions of the World Zionist Organization with representatives of executive organizations and movements, international movements and youth movements to prepare a program for immigration from Western countries and the rest of the world.

The Zionist Congress calls upon its representatives within the Aliyah Department of the Jewish Agency to act toward the encouragement of immigration from Western countries.

5. Aliyah from France

The 34th Zionist Congress blesses the new immigrants, as well as all those dealing with immigration. At a time when the Jewish settlement is fighting its enemies from within and from without, every Jew who immigrates to Israel represents a major reinforcement of the Zionist establishment in the land of Israel.

The 34th Zionist Congress rejects the view expressed by a number of organizations in France, which have declared their retreat from the project of Aliyah.

The 34th Zionist Congress congratulates the Chairman of the Jewish Agency, as well as the Jewish Agency Executive, for their firm Zionist stance to continue to encourage the project of Aliyah from France.

6. Absorption of Immigrants

The fulfillment of Zionism is the realization of the Jewish national dream in Israel and in the Diaspora.

The fulfillment of Zionism is an act of personal volunteering, undertaken out of a feeling of obligation to Jewish Israeli society and respect for the laws of the State.

Zionist fulfillment, meaning Aliyah at the present time, is an expression of the continuing realization of the Jewish national being, which is the State of Israel.

Aliyah is the guarantee for the continuing connection between Jewish communities in the Diaspora and the State of Israel.

As the number of supporters of racist and Anti-Semitic parties worldwide is on the rise, the Zionist Congress calls upon the Government of Israel to prepare for the absorption of increased immigration.

7. Matching Aliyah Shlichim to the Target Populations

The Zionist Movement regards Aliyah and absorption as issues of top national priority, and calls upon the Government of Israel, as well as upon the Jewish Agency, to provide the required resources necessary for the encouragement of Aliyah, and in order to ensure positive conditions for absorption, so as to continue the rise of Aliyah.

The Zionist Congress requests from the Aliyah Department of the Jewish Agency to match Aliyah shlichim to reflect the various target populations and to subsidize the organizations dealing in practice with aliyah.

The WZO will budget the organizations that proved their success in encouraging aliyah and preparation for aliyah.

8. Encouragement of Aliyah from the West

The Zionist movement sees Aliyah as the highest expression of the fulfillment of the Zionist ideal, and as the strength of the Jewish people.

Aliyah is the key to ensuring the Jewish character of the State of Israel and it is a vital prerequisite for strengthening its foundations.

The Zionist Congress sees the continuation of Aliyah from the whole world, as the highest national concern. The Congress places the encouragement of Aliyah from the west as a supreme goal of the activities of the Zionist movement in the 21st century.

The Zionist Congress calls upon all Jewish communities, congregations and Jewish organizations to place Aliyah at the top of their agenda.

In order to achieve this aim, the Zionist Executive shall prepare a comprehensive plan to promote Aliyah, and to advocate for its importance, it shall encourage the Zionist Federations and Jewish communities to undertake this important mission, and shall enlist Israeli society to assist in absorption.

There is a need to increase and financially support programs, which encourage youth and student Aliyah, as well as the Aliyah of communities and families.

All means shall be utilized encourage the return of Israelis living abroad. The WZO recommends that the processing of Israelis living abroad, as well as returning residents be undertaken jointly by the Government and the National Institutions.

The Congress calls upon the Government to continue to emphasize Aliyah as a top national priority.
