major tragedy has overwhelmed the Russian-speaking immigrant population
in Israel, together with their many relatives and friends in Russia.
As Israel observes a National Day of Mourning, on Thursday October 11th,
for the victims of the air disaster on Thursday October 4th 2001, we take
this opportunity to express our heartfelt condolences to the deeply grieving
families in both countries.
We also hope that they will find solace in the support from the wider
community at this extremely difficult time and in the weeks to come.
It is now one week since the Air Sibir airliner, carrying 78 passengers
and crew, exploded over the Black Sea, on its flight from Tel Aviv to
Novosibirsk. Many of the 66 on board were making holiday time visits to
family in Novosibirsk, after a few years of life in Israel. The flight
disappeared from air traffic control radar screens at 13:44 Moscow time
on Thursday October 4th 2001, just three minutes after an SA-200 surface-to-air
missile was fired during a Ukrainian Army military exercise. The aircraft
was flying at an altitude of 11,000 meters, was heard to have issued a
Mayday call by the Romanian Coastal Radio Service, but not by air traffic
control. It exploded and went down about 180km from the Black Sea resort
of Sochi. Debris is considered to have spread over a 25x25km area and
the wreckage sank to a depth of 2km.
The Israel Ministry of Absorption and the Jewish Agency immediately mobilised
a contact center in Israel and Novosibirsk, with counsellors and immediate
assistance; relatives were flown to Sochi. Israeli airforce planes were
flown out on the same day, with a team of Air Force representatives, navy
rescue team, police identification experts, rabbinical and counseling
staff. 51 victims were Israelis; others had been visiting family and on
professional tours of duty; there were 12 crew. Only 16 of the victims'
bodies have been recovered by a sole Russian freighter; 14 have been identified.
 Relatives
remained distraught at the lack of effective progress in the search and
rescue operation - and overwhelmed by initial insensitivity of Russian
officials to their wishes to view personal possessions recovered near
the crash site. On Monday, a Russian boat was provided to convey the families
to the area of the crash, where a memorial ceremony was held. They have
now returned to Israel with the identified victims - and many more have
come back, uncertain whether they will ever know the last resting place
of their loved ones.
