SHAS SPIRITUAL LEADER RABBI OVADYA YOSEF "HOLDS THE KEY"

Former Prime-Minster, Benjamin Netanyahu, announced tonight that he will not to run for office if elections are held for the Premiership only: "The present Knesset does not allow for any decisions to be made. The State of Israel is in need of decision" he said in a TV interview. Although surveys show that Netanyahu is in the lead, his announcement came only after it appeared that a majority of the Knesset members would support a law allowing Netanyahu to return as a contender against Barak in spite of the fact that he is not a Knesset member. Passing this law which was the initiative of the Shas party and supported by One Israel, will diminish the chance of dissolving the Knesset.

"One Israel": Netanyahu is concerned that his chances of winning are smaller if the peace talks resume. He admits thefailure is due to the political constellation in the Knesset and does not rest on Prime Minister, Ehud Barak's shoulders.

The political hype in Israel escalated this week following Barak's dramatic announcement and subsequent submission of resignation to the President. According to the law, this situation requires elections for the Premiership with 60 days. In this election, only Knesset members can run. The special legislation to allow election for non Knesset members, was intended to allow Netanyahu to run for office without dissolving the Knesset.

Political sources in Israel believe that Netanyahu's announcement came to pressure Shas to support the dissolution of the Knesset although surveys point out that new elections will diminish its power considerably.

According to the same sources, Netanyahu believes that against the backdrop of ongoing confrontation with Palestinians, the power of the right factions will rise, hardening Israel's stand in the peace negotiations.

In the meantime, the Clinton Administration is making last efforts to bring to the renewal of the negotiations between Barak and Arafat prior to elections in Israel. This week, the US coordinator of the talks, Dennis Ross met with Arafat in Morocco and in Israel it is believed that President Clinton might come to the area shortly to help the sides come to an agreement by the end of his term in Office. "One Israel" believe that Clinton's visit could help Barak in his election campaign.

Tonight, Israeli Foreign Minister Shlomo Ben Ami met with Yasser Arafat at the Erez crossing and discussed conditions for resuming the talks for a permanent agreement.

All this hype takes place in the ongoing sound of firing. Last Friday, Rina Didovsky and Eliahu Ben Ami from Bet Hagai were killed when they ran into an ambush in an area west of Hebron. Sergeant Tal Gordon was shot and killed when the bus that he rode from Tiberias to Jerusalem was shot at on the road detouring Jericho.

In Jerusalem's Gilo neighborhood, Galit Tekutieli was critically hurt from a bullet fired into her home on Monday. In Gush Katif, Rachel Yom Tov was critically injured from shots fired at her car on Tuesday.Tonight Motti Glaster was seriously wounded on his way home to Neve Tzuf when his car was fired at.

Palestinian Authority turns a blind eye to terror

THE PALESTINIAN AUTHORITY AND TERRORIST ORGANIZATIONS ARE ONE

BARGUTTI: ARAFAT COMMANDS ALL THE FORCES - STUDENT FAVORITE AFTER SCHOOL "LEISURE" ACTIVITY - THE NEAREST CONFRONTATION LINE

The Palestinian Authority fails to condemn suicide attack in Gaza

The Palestinian Authority gave an informative report of the suicide attack perpetrated by Islamic Jihad activist close to an IDF post at the Gush Katif intersection (26th October). Moreover, Arafat's advisor Marwan Kanafani, like the other PA spokesmen did not condemn the attack and even "placed responsibility for the escalation of tension on Israel". The newspaper, Al-Khia Al-Jadida termed the attack "self-sacrifice on behalf of Allah".

Palestinian Authority continues policy of closer contact with Hamas and Islamic Jihad terror organizations

Palestinian Authority secretary, Altib Abed Alrahim (Reuters - a day after the suicide attack at Gush Katif on October 27th) : "The Palestinian Authority reaches out to the opposition factions, particularly to the Hamas and Islamic Jihad, for the sake of national unity - I truly hope that these two movements will cooperate with us against the Israeli occupation under the leadership of the national and Islamic factions led by the PLO movement".

The Palestinian Authority stops counter-terrorist activity

Palestinian Minister of Justice, Fariah Abu Medin stated (Abu Dabi TV, October 12th) that one of the reasons for releasing Hamas and Islamic Jihad prisoners was to enable them to "participate in Palestinian nationalist activity on the streets". Leader of the Tanzim admitted on October 17th (on Abu Duabi TV) that Hamas and Islamic Jihad prisoners had been released following the decision of President Arafat and that none of them would be returned to PA jails".

"Islamic National Forces" - model for "two faced" game by the PA which directs violent, terrorist activity in the guise of "spontaneous popular activity" Terrorism under the guise of "people spontaneity"

"The National Islamic Forces" serve as a framework for the leaders of the Al Aqsa Intifada, made up of all the Palestinian organizations, led by the PLO which is the most dominant organization, the Hamas, the Popular Front, the Democratic Front, and more. This leadership meets weekly usually chaired by Fatah Tanzim leader Marwan Bargutti, and determines the "work plan" regarding the organization and direction of the violent protests against Israel, including instructions to clash with and injure Israeli citizens and IDF soldiers. The PA is trying to give the Al Aqsa intifada a "popular" "spontaneous" image, although reality confirms that the PA is in fact the "invisible hand" behind "the national Islamic forces" and runs them.

Arafat is "Commander in Chief" of all forces

NBN TV on October 18th (21:00): In response to the question what do you mean when you say that President Arafat has given orders (to calm the situation) to the police but not to the Palestinian people ? Bargutti responded: Arafat has given orders to the police but the situation is different with regard to the national and Islamic forces .... Arafat stands by the Intifada and has lent it his patronage.

MBC V on October 17th - Marwan Bargutti: "I have just come from a meeting of the National Islamic factions ..... we are in close, regular contact with the President, Commander Abu Amar".

The PA, Hamas and Islamic Jihad join forces

Aljezira TV - November 3rd (22:35) - Abdallah Shami, a senior Islamic Jihad officer: "There is coordination between the national and Islamic forces. A meeting of the "forces" at the offices of the Legislative Assembly was held in an effort to prepare a new program designed to escalate the intifada".

The headlines on a poster issued by the "national and Islamic forces" distributed in Judea & Samaria on September 30th . The left hand side of the poster bears the seal of the "Palestine National Authority - Central Information Dept." Beside the seal, in handwriting are the words: "To be distributed to everyone (signed) - 30.9.2000" . This document confirms the direct connection between the PA and the "National Islamic Forces".

Students in the Frontline of Confrontation
Directing Violent and Terror Activity

NBN TV on October 29th (22:00) - Loui Abada, a senior Fatah official in Nablus: "Within the framework of the intifada, a notice was published by the national and Islamic forces calling for an escalation of the intifada using all means available, and establishing committees for popular resistance. For several days there have been armed clashes with the occupation forces. Moreover, the armed clashes are taking place alongside popular Palestinian activity. These activities reflect the gradual transition of the intifada to wider clashes at all levels."

Pupils taken to Front Line

A poster published by the "Islamic forces" published on the front page of the Alias newspaper (October 12th) calls upon school students to take part in the intifada after school hours, an organized manner and according to activities determined by the Supreme Follow-Up Committee and approved by the Palestinian Ministry of Education.

THE ISRAEL ASSOCIATION OF COMMUNITY CENTERS ALLOCATES OVER HALF A MILLION DOLLARS FOR JEWISH-ARAB CO-EXISTENCE PROGRAMS

IACC FIRST ISRAELI ORGANIZATION SEEKING TO ACTIVELY PROMOTE BI-LINGUALISM AMONG STAFF

IACC Director, Prof. Dov Goldberger announced this week that over half a million dollars have just been raised for the purpose of expanding coexistence programming between the Jewish and Arab populations in Israel. The Kahanoff Foundation is contributing half this amount, with the balance coming from the Ministry of Education and the IACC.

Promotion of the study of Arabic language and culture was also on the agenda of the newly established Coexistence Executive Steering Committee where Prof. Goldberger spoke - Jewish community center directors and staff will be encouraged to undertake these studies, and subsidized courses will be offered to the public.

The IACC, an umbrella organization for 180 community centers and 400 community schools across Israel including 30 community centers in the Arab sector, has been operating coexistence programming with funding from the Abraham Fund and other sources. In light of the current unrest in Israel, the Association decided to establish this special committee to suggest and operate further encounters, dialogue groups and other goal-oriented activities to be shared by Arabs and Jews. Dr. Faisal Azaiza, Chairman of the Board of the IACC and Mayor of the Arab town of Daburiya, will serve as chairman of the steering committee with other board members, IACC staff, Jewish and Arab community center directors. The committee will consult with public and non-profit groups in both sectors, and local municipalities in order to find effective ways of dealing with the issues at hand and will then actively bring these groups together.

"The guiding principle of our activities is to respect and treat the other as equal while celebrating our differences" says Dr. Azaiza. "The main purpose of this committee will be to move towards empowerment, inter-cultural exchanges and coexistence efforts among leading members of the Jewish and communities."

THE ISRAEL ASSOCIATION OF COMMUNITY CENTERS COMES TO THE AID OF JEWISH FAMILIES IN JUDEA, SAMARIA AND GAZA

OVER $50,000 EXTENDED FOR SERVICES NEEDED AS A RESULT OF THE SECURITY SITUATION

The distressingly hostile environment of the territories has impelled the Israel Association of Community Centers (IACC) to compile a list of psychologists, social workers and specialists in crisis management, willing to risk traveling to see people out in the settlements and to offer special workshops to community center staff, parents and others to help lessen or cope with anxiety. The IACC is also planning subsidized sleep-away camps for the kids during their Chanukah Holiday vacation to give them a little break from cabin fever.

Each of 11 community centers in Judea, Samaria and the Gaza Strip and the regional councils of the Jordan Valley, Binyamin, Gush Katif and Gush Etzion regions have each received funds to specifically deal with these and other problems caused by the current situation - such as the concerns that many of the regular staff members have of traveling within the territories and the curtailment of many of the usual activities for children and adults.

Families often stay holed up in their homes, and certainly don't want their children traveling long distances along the roads to get to the regional community centers. The IACC is therefore sending auxiliary staff to individual settlements - some with as few as forty families - to get the kids and adults out and participating in activities like staging plays, singing and playing games in order to fight off the feeling of being under siege. At Chanukah, the children of Gush Katif will have the chance to be hosted by community centers for four days on the Golan Heights, while others will either be hosted for Environment Camp in central Israel, or will go down to Eilat for "Challenge" Camp where teams of four will participate in adventure sports and obstacle courses.

ETHIOPIAN OLIM PREPARE FOR PERMANENT HOUSING

Thirty Ethiopian new immigrant families who have been living at the Jewish Agency's "Nurit" absorption center in Be'er Sheva, will complete a seven-session workshop next week in preparation for moving to permanent housing.

The olim arrived at the "Nurit" absorption center at the end of 1998, at the beginning of the immigration from Quara Ethiopia. Their stay in the absorption center was intended to help them in their immigration and to prepare them for life in Israel. Among other things, for 10 months the immigrants took Ulpan classes for the study of Hebrew and attended workshops preparing them for life in Israel.

Soon thirty families will be taking permanent residence in apartments purchased in various parts of Israel. Social worker Meirav Marciano-Levy, of "Nurit" noted that the special 7 meeting workshop preparing them for moving into permanent apartments was offered by the Jewish Agency in conjunction with the Apartment Building Residents' Association (Haagudah LeTarbut Hadiyur). The meetings discussed the rights and obligations of residents of apartment blocks; proper building maintenance; police intervention in neighbors disputes; fire-fighting; first aid in the home; etc.

The closing ceremony will be attended by Be'er Sheva Mayor Rubik Danilevitch, Director General of the Residents' Association Reuben Zadok, and "Nurit" Absorption Center director, Shalom Cohen.

FORMER METRO-WEST FEDERATION PRESIDENT MAKES ALIYAH

"It was important for us to make aliyah and become citizens of Israel particularly at this difficult time in which the State of Israel faces security threats and political uncertainty" These comments were made by former Metro-West Federation President Daniel Drench, who made aliyah today with his wife Barbara.

This week's aliyah of the Drench family concludes decades of Jewish-Zionist activity in the New Jersey Jewish community. For many years Daniel and his wife Barbara have worked to strengthen the Jewish people all over the world, reinforcing the Jewish community in New Jersey, and strengthening the State of Israel. "Our move is a symbol of solidarity with the State of Israel and a desire to identify with its citizens and become part of them", said the couple with considerable emotion upon their arrival in Israel.

The Jewish Agency which helped Daniel and Barbara Drench through the aliyah process, stressed that for years the couple helped bring thousands of olim from all over the world. Now they have been helped with their own aliyah just as the Jewish Agency helps prepare tens of thousands of olim annually.

Over the last few years the couple spent several months in Israel every year. Recently they reached the conclusion that they wish to exercise their right and duty towards the State of Israel, by making their aliyah official and becoming fully fledged Israeli citizens. The couple bought an apartment in the heart of Tel Aviv and vouched to continue its Zionist activity from Israel. Their children live in the US.

Director of the Israeli office of the New Jersey community, Amir Shacham, added that the Metro-West community of New Jersey is 120,000 strong. The community contributes every year to strengthening the Jewish people all over the world and the State of Israel through a variety of projects. The Israel connection is also expressed through the formation of partnerships with areas such as Raanana and Rishon LeZion. Several years ago the Metro-West community acceded to the Jewish Agency's request to participate in its "Partnership 2000" program, and it now partners with Azur, Ofakim and Merhavim in the Negev.

JEWISH AGENCY HEADS SINGING WITH MINSK ULPAN CHOIR

INSTILLING JEWISH IDENTITY - PART OF THE JEWISH AGENCY'S WORK PLAN FOR THE FSU

HEADS OF THE JEWISH AGENCY MET WITH EMISSARIES AT THE MINSK CONVENTION
AN ESTIMATED 50 THOUSAND FROM THE FSU WILL MAKE ALIYA NEXT YEAR

More than 100 Jewish Agency shlichim from all over the FSU gathered for their annual convention, which took place at the beginning of the week in Minsk, capital of Belarus, to discuss the JAFI work plan for the FSU for the year 2001. The 4-day convention was also attended by Jewish Agency Chairman Sallai Meridor, JA Treasurer Chaim Chesler, and Director General Aharon Abramovich, who met directly with all the shlichim and instructed them regarding various aspects of their activity.

This year, special emphasis was placed on extending the project to intensify Jewish identity among Jews in the FSU and candidates for aliyah. "No less important than making aliyah and physically rescuing the Jews", Meridor said to the shlichim, "is the task of a "spiritual" rescue program for those Jews living here. We should remember that the identity which you cultivate here, contrary to that of other Jewish organizations, is a Jewish-Zionist identity, designed to enable potential olim to be connected to Judaism and feel part of the family of Israel", said Meridor.

According to the work plan, next year some 10,000 pupils in the FSU will participate in Jewish identity classes which will focus on the history of the State of Israel and the Jewish people, Israeli culture and tradition. In order to expand the project, the Jewish Agency will train 50 new local teachers, who will join the 235 existing teachers who will work through the Hebrew-learning ulpanim all over the FSU.

During the course of the convention, the shlichim also heard an extensive political review of recent events in Israel and in the Jewish world, and methods of operation in the complex situation which has arisen were discussed. The shlichim were instructed to assist parents whose children are studying in Israel in Jewish Agency program, and provide on-going contact between them and their children in Israel. The Jewish Agency has already invited a number of parents to visit Israel and meet their children so as to gain an unmediated impression of the situation in Israel. The shlichim were also instructed to use sources of information provided by official organizations in Israel in order to bring the Jewish communities in their areas of activity up to date regarding the real situation in Israel.

According to estimates, some 50,000 olim are expected to arrive in Israel from the FSU in the coming year - 21,500 from Russia, 18,500 from the Ukraine, and the rest from other countries. In all the Jewish Agency is preparing to deal with 133,000 applications for aliyah advice next year and for the participation of 200,000 Jews from all over the FSU in a variety of aliyah-related projects and activities.

50,000 students will learn Hebrew in 1,000 Jewish Agency ulpan classes all over the FSU, and 18,000 teenagers and students will participate in activities organized by Jewish Agency youth clubs. For the first time, the Jewish Agency will expand its educational activity to include pre-schoolers, implementing a special program of Jewish-Israeli culture in Jewish pre-schools.

NEW INITIATIVE: GLOBAL JEWISH PARTNERSHIP BETWEEN COMMUNITIES IN THE US, THE FSU AND PARTNER COMMUNITIES IN ISRAEL

The Jewish Agency recently began to prepare a program for formulating three-way partnerships between Jewish communities in the US and communities and partnerships in areas of national priority and Jewish communities in the FSU. The aim is to create a "round table" forum with representatives from all three sides, who together will be able to plan activities and hold joint projects. Such global partnerships will be able in practice to implement one of the Jewish Agency's strategic goals which is to strengthen the unity of the Jewish people around the State of Israel.

Over the last five years, through the Partnership 2000 program, the Jewish Agency has, together with the Association of Jewish Communities in the North America and the Keren Hayesod, set up 30 partnerships between areas in Israel and Jewish communities in the US, and Keren Hayesod communities in South America and Western Europe. The areas in Israel, which have been defined by the Israeli government as areas of national priority for investment and development, include the Negev, the Galilee and the Jerusalem District.

Meir Nitzan, head of the Jewish Agency's Israel Department, says that in order to consolidate the program, the Jewish Agency contacted communities in the US, which are already partners with areas in Israel and are involved in activity in the FSU, to create trilateral partnerships for running joint project.

A partnership of this kind is already running between the Montreal Jewish community, the BeerSheva region - Benei Shimon, and the Jewish community in Kiev, capital of the Ukraine. In coming years, the Jewish agency plans to reinforce such partnerships and create new ones, such as: Boston-Haifa-Dniepropetropsk (Ukraine), Baltimore-Karmiel/Misgav-Kishinev (Moldova), New York-Jerusalem-Moscow (Russia), Atlanta-Yoqneam Megido -Minsk (Belarus), West Palm Beach-Zfat/Rosh Pina/Hatzor-Baku (Azerbaijan), and many others.

BIRTHRIGHT PROJECT WILL BE EXPANDED: HUNDREDS OF STUDENTS FOM THE FSU AND HUNGARY VISIT ISRAEL

The Jewish Agency and the "Birthright" organization have prepared a joint proposal to bring more than 360 students from the FSU and Hungary for a 10-day tour of Israel.

Birthright promotes the principle that all Jews have an inherent right to get to know the State of Israel and feel part of the unity and revival of the Jewish people. In this program, each student who wishes is entitled to visit Israel. Candidates for the program are 17-26 years old (high-school graduates and college students) who have not visited Israel through a JAFI-funded program or any other organization.

It is anticipated that some 280 students and 14 leaders from all over the FSU and 80 students and 4 leaders from Hungary will be taking part. February has been chosen as the most suitable time for the visit since this coincides with the winter break at universities throughout the FSU.

Participants will attend preparatory seminars prior to flying to Israel, which will include an orientation and an examination of participant expectations versus the goals of the program. The project is being organized in conjunction with the Jewish Agency's "Israel Experience" program which will coordinate and operate the program in Israel.
