The State Department is trying to calm the Israeli government while pressuring Arafat to stop the violence. However, Arafat was successful in bringing relative quiet in spite of mass demonstrations in support of bin Laden in the territories, since the attacks on Afganistan began. Reduction in violence speaks of the considerable control that Arafat has over terrorist groups that led the attacks against Israel in the past year.
