One Israeli soldier shot dead on Jordanian border and one wounded; another severely wounded from shots fired in Samaria

Prime Minister clarifies: there will be no political negotiations until terror attacks come to a complete stop

Head of Intelligence, Brigadier Amos Malka said yesterday that IDF Intelligence believes that Yasser Arafat is not capable of reaching a strategic compromise that will make peace between the two countries possible. According to him, Arafat is not yet ready to recognize the right of the Jewish State to exist.

This week however, Palestinian attacks continued, particularly outside the Green Line, and in Israel the state of alert continued due to the refusal of the Palestinian factions to lay down their arms.

On Tuesday, Palestinians ambushed an IDF patrol on the Jordanian border and opened fire using hunting arms. At first, the tracker was severely wounded and will probably remain paralyzed, and then the driver, 23 year old sergeant Michael Sitbon of Bet Shemesh, was killed. In another incident, and Israeli was shot and severely wounded in Samaria. Wounded Vitali Binos managed to return fire killing the terrorist.

Prime Minister Ariel Sharon clarified again yesterday, that Israel will not negotiate with Palestinians until there is a complete and total stop of terrorism. This was said in response to the negotiations that Minister of Foreign Affairs, Shimon Peres is conducting with senior Palestinian officials of the Palestinian Authority. This negotiation brought to agreements on the following 4 points:

  • Complete cease-fire will be achieved within six weeks; including Palestinian fight of terrorism, collection of arms, an end to closures and no new settlements.

  • Within 8 weeks, Israel will recognize a Palestinian State in the West Bank and Gaza, and Palestine will recognize Israel according to UN resolutions 242 & 338.

  • Within 9-12 months, beginning of negotiations for a permanent settlement.

  • The agreement will be implemented within a period that will not surpass two years, will contain some type of International peace observers, economic assistance to Palestinians, and regional economic cooperation.

The plan attracted hard criticism from the right, which forced the Prime Minister to announce that there will be no negotiations until terrorism comes to a full stop, as no plan is valid without government ratification.
