The principle aim of abduction according to Hamas is to destroy Israeli morale and to force Israel to free Palestinian prisoners. Security forces have recently uncovered a cell operated by Muhammed Deif, head of the terror arm of Hamas, which was planning to kidnap soldiers. As a result of this threat, IDF soldiers are under strict orders to always follow directions and to be constantly on the alert to thwart and prevent kidnapping attempts. IDF soldiers are required to immediately report any suspected kidnapping attempt to security forces. Following are the major points of Hamas' kidnapping doctrine: The importance of the abduction and its goals: Attrition of the enemy by compelling its forces to be more alert during this period; a modus operandi that influences the Zionist morale; the best way to force the enemy to free our imprisoned brothers. The goal is to free prisoners held by the enemy through prisoner exchange: gathering information about the enemy; damaging enemy morale; raising the morale among our (Palestinian) people and particularly among the prisoners and their families; shattering the Jews' perception of security; keeping the (Israeli) enemy and the public busy with this ongoing, burning issue; turning regional and world (and especially Arab and Islamic) public opinion to the legitimacy of the Palestinian problem (political and moral pressure); removing the reins of initiative from the hands of the enemy; taking control of documents, resources, and equipment; driving back the enemy; obtaining money through pressure; demonstrating the military and security strength of the (Hamas) movement as well as its ability to maneuver; prodding the Israel public to speak out against its government Types of kidnapping:
Choosing the target and his characteristics: Our capabilities and the means at our disposal - our capability of reaching the target, overpowering him, and withdrawing His influence on the enemy (militarily, security-wise, morale-wise, economically, socially, politically, etc.). His importance with regard to the division to which he belongs (aviation, flight, security, planning, etc.). The target of the kidnapping is decided upon: a mature male whom it is possible to overpower using the means at our disposal; he should be alone and isolated (not near other people or where he can be observed - this can be achieved under cover of darkness, trees, etc.); he should have a weak physique; he shouldn't be vigilant, but feel relaxed and secure; he can be easily carried. Location and timing of the abduction: Far from sensitive areas (from security, police installations, barriers, military bases, any place there are watchful guards); a place where there aren't many patrols; where there are traffic routes leading in and out - this to make it difficult to chase the kidnappers or to ambush them; a place close to where the crews will be switched (the kidnapping crew to the maintenance crew); a place that affords easy cover. The perpetrators can disguise themselves as locals; no other activities (terror or kidnapping) will be carried out in this area in close time proximity; the ability to easily come and go together with the kidnap victim; it is preferable to carry out the kidnapping in an area without pedestrians or people, such as highways or dirt paths. Refrain from carrying about the abduction under suspicious circumstances (stopping a vehicle for any purpose); refrain from carrying out the kidnapping at a time of security alert (before special events, after attacks by the Jews, after carrying out an attack against the Jews); take advantage of the dark, the weather (cold, heat, rain, fog, etc), and disasters (fires, earthquakes, terror attacks, etc.), refrain from carrying out the kidnapping at a time of important international events that could obscure the kidnapping. The perpetrators and the means at their disposal: They need to hide in the area of the kidnapping; be fluent in Hebrew; be physically fit and know self defense; have military and security training; driver training; courage; success in previous missions; intelligence and quick thinking; lack emotionalism. Means of disguise and camouflage (gloves, counterfeit documents, wig, clothing, mustache, beard, etc.). Change of clothing for the kidnap victim when he is transferred to the hiding place.
