The Union of Local Authorities (ULA) in Israel confirmed that dozens of newly hired security personnel are guarding Israeli kindergartens and schools every day. By the end of the week the full complement of security personnel should be operative. The enhanced security in educational institutions, beyond what the government provides, was made possible thanks to a special $20 million emergency contribution by the United Jewish Communities of North America (UJC) and Keren Hayesod. Speaking at a briefing for municipal security officers last week, Jewish Agency Director-General, Maj. Gen. (Res.) Giora Romm, thanked the Jewish communities for their important emergency assistance and pledged that the money would be used exclusively for security purposes. The Ministry of Internal Security and the Israeli police established the operational plans, the criteria, and the order of priorities. The special funding will be used for new security personnel, and not to fund personnel who were employed previously. The funds, which will also be used for mobile patrols, will be strictly controlled and will be transferred monthly after reports are submitted by the ULA. Romm emphasized that the Israeli police will control the operations of the security personnel according to criteria established by the police and Ministry of Internal Security. Municipalities will have some leeway in adapting criteria to local conditions. Special advisor to the Minister of Internal Security, Yossi Melamed, said at the briefing, that extensive staff work was performed during the past two months. Representatives of the Ministry of Education, and the ULA were also present.
