A people that remembers its victims, and musters the courage to mark its celebrations" said Richard Wiener, father of Bar Mitzvah boy Emmanuel and sergeant Julie Wiener (z"l) who was killed by a terrorist who ran her over at the attack that took place at the Azur junction last February. Another seven soldiers were killed. Julie came on aliyah from France alone, studied Hebrew at a Jewish Agency Ulpan for Academicians, was drafted in the IDF and was on her way to an officers' course when the terrorist took her life. Her parents, Richard and Dominique, officers and soldiers from the flight squadron where she served, friends and families who lost their beloved in the same attack, came to celebrate with her brother Emmanuel this morning at the Wailing Wall in Jerusalem. Jewish Agency Chairman Sallai Meridor who accompanied the family since the disaster and visited her home in France, was among the honored guests. Richard first came to Israel as a volunteer during the Six Day War in 1967. Three years later, he made aliyah. However, he found it difficult to adjust and returned to France in 1989. When Emmanuel removed the Tefillin, he said that celebrating his son's Bar Mitzvah here in Israel makes him proud, despite the blow to his family. Julie's friends-to-arms who shared the pain with her family, arrived at the Wailing Wall today to take part in their celebration. Lieutenant Colonel Amir, commander of the flight squadron recounted how she overcame language difficulties in order to be accepted into the officers' course, and how she invested more than the other soldiers in the unit in order to succeed. Lieutenant Colonel Udi said that she wanted to help the other soldiers and was hoping to become a welfare officer for new immigrants. Ruth, her flat-mate said that her face was always smiling and Monique Goldwasser - whose daughter was seriously injured in the same attack - noted that this day of happiness is impregnated with sorrow. Dominique, the mother looked at her daughter's friends and said: "This is my real family." The family will keep her memory alive through the fund for soldiers without families in Israel that was established with the help of Dov Puder, head of the Jewish Agency's delegation in France. Emmanuel gave his address in Hebrew: "I am proud to celebrate my Bar-Mitzvah at the Wailing Wall in Jerusalem, the capital of Israel, and the capital of the Jewish people. The pain of my absent sister Julie, hurts me deeply but this is our way of showing that it is not possible to defeat us. I hope that we should meet for celebrations only and that peace will come upon Israel.

The third man in the squad was killed in a daring operation of a special IDF unit, while he was trying to flee from his home, when Israeli forces arrived. Tonight, the US administration announced that it is planning to expedite a team of 15 CIA observers, led by an American diplomat, in order to oversee the situation and bring to the secession of violence. This team is supposed to replace the international group of observers that was decided upon at the G8 Summit. Yesterday, an argument developed between the Prime Minister's Office and the Foreign Minister's Office, after Shimon Peres announced at the Labour Party's Bureau that it is necessary to begin political negotiations with the Palestinians, in order to bring about calm. Peres added that the Palestinian stand on the right of return recently showed signs of erosion, a stand that should be encouraged.
